The Governor of South Carolina advises to limit public gatherings to 50 guests or less to prevent the spread of COVID-19. Smith Funeral Home of Florence, LLC carefully considered this recommendation and ask that additional guest please participate via live-streaming if it is authorized by the family.

Graveside Service for Mr. Arthur Harley will be conducted 2:00 PM Saturday, February 6, 2021 at Sunset Memory Gardens, 2615 Alligator Road, Effingham, South Carolina. Interment will follow, directed by Smith Funeral Home of Florence, LLC. Arthur, the youngest of eleven children, was born on October 3, 1942 in Florence, SC to the late Ella Robinson Harley Hunter and Willie Harley. He transitioned to the loving hands Of God on February 1, 2021. He joined Salem United Methodist Church at an early age.

Arthur attended school in Florence South Carolina and graduated from Wilson High School in 1963. While attending high school, he was a bus driver for Florence School District One.

Arthur was joined in holy matrimony with Barbara T. Harley on September 3, 1967. To this union, they were blessed with one daughter, Chantelle.

After high school, Arthur was employed by City Ice and Fuel Company. In 1967, he began his career with Seaboard Coastline, which later became CSX. He retired from CSX after 40 years of service as a Trainman and Conductor. He was a member of Seaboard Fellowship Group.

Arthur was a regularly active person. He enjoyed landscaping, working on cars, and listening to vintage music, especially old school eight tracks. He loved reading the newspaper, watching CNN, western movies, all sporting events, and watching and listening to his favorite music artist, James Brown.

Arthur was preceded in death by his parents, Ella and Willie Harley; four brothers, five sisters, and his mother and father-in-law, Virginia and Sammie Thompson.

Arthur leaves precious memories with his wife, Barbara of 53 years; one loving daughter, Chantelle M. Harley; his oldest brother which was his mentor and father figure, Reverend Lawrence (Henrietta) Harley; four sisters-in-law, Jessie Mae Harley, Martha ( Roydel) Thompson- Henry, Virence (Oscar) Johnson, and Diana (Arthur) Thompson- Green; two nieces and a nephew raised like sisters and brother, Roberta (Willie) Eaddy, Pamela Myers and Samuel (Beulah) Harley; a great nephew who is like a grandson, Delonta J’aden (L J) Smith; and a host of loving , caring and supported nieces, nephews, cousins, other relatives and friends.
